19. VOTING
Each Member Body represented and with a right to be present may exercise
one vote. The Chairman shall not vote except in the exercise of a casting
vote. At all General Meetings, except as provided in Rule 23, a majority of
votes decides a resolution.CONTENTS
 
20. RIGHT TO BE PRESENT
No representative can take part in General Meetings unless the body he
represents has been duly elected as a Member of the Federation, and has
paid its subscription according to this Constitution..CONTENTS
 
21. OBSERVANCE & INTERPRETATION OF CONSTITUTION
Every Member Body binds itself to abide by the Constitution of the Federation,
and also to accept as final and binding the decision of the Committee in all cases
of dispute or disagreement as to the interpretation of the Constitution.CONTENTS
 
22. ALTERATION OF RULES
Any alterations may be made in this Constitution by a General Meeting
provided:
(a) that the wording of the proposed alteration or alterations is included in the
notice of the General Meeting; and
(b) that the resolution proposing such alteration is carried by two-thirds of those
present and voting at such General Meeting. CONTENTS
 
23. COPIES OF CONSTITUTION
Every Member Body shall be furnished with a copy of the Constitution on
election.CONTENTS
 
24. DISSOLUTION
The Federation may be dissolved by a Special General Meeting convened by
the Committee, or on the requisition of the majority of Member Bodies.
If the Resolution Of Dissolution be duly passed, the Committee shall
forthwith liquidate the affairs of the Federation, and if there be any surplus
assets on realisation, these shall be disposed of to a suitable charitable body
